
Mr. Sajid Latif is serving as Director General (e-Governance) at the Punjab Information Technology Board (PITB), where he leads the strategic planning, design, and execution of large-scale digital governance, ICT policy, and public-sector transformation initiatives across Punjab. In this role, he plays a central part in shaping the province’s digital ecosystem, with a strong emphasis on citizen-centric service delivery, institutional efficiency, transparency, and digital economic growth.
His portfolio encompasses a wide range of flagship and next-generation initiatives including e-Stamping, e-Khidmat Markaz (Citizen Facilitation & Service Centers), e-Filing & Office Automation System (e-FOAS), e-Procurement, Dastak (doorstep public services), One Punjab - One Helpline with AI-enabled multilingual chatbot support, Punjab Socio-Economic Registry (PSER), OneMap@Punjab (a unified GIS-based asset and infrastructure mapping platform), Smart Monitoring of Development Projects (SMDP), and the Global IT Certifications Program. He has also led pioneering innovation and entrepreneurship initiatives, including Plan9, PlanX, Regional Plan9, National Expansion of NICs, Makerspace Punjab, Accelerate Punjab, Punjab e-Commerce Initiative, and the establishment of co-working spaces under the e-Earn and Innovation Hub models.
Beyond program execution, Mr. Latif has played a key role in ICT policy formulation, including leading the development of the first Punjab IT Policy and currently providing strategic guidance for the Punjab Digital Police. This work spans economic digitization, technology zones, e-Governance, ICT industry development, entrepreneurship, human capital growth, and data protection frameworks. He has also served as the departmental focal person for major World Bank–funded initiatives such as the Punjab Resource Improvement & Digital Effectiveness Program (PRIDE) and the Digital Economy Enhancement Project (DEEP), supporting digital identity, single sign-on platforms, and province-wide e-service integration.
With over 25 years of progressive experience across public-sector institutions, Mr. Latif brings deep expertise in ICT-led governance reform, enterprise systems, and large-scale program management. Prior to joining PITB, he held senior IT and MIS leadership roles at the Planning & Development Department, Government of Punjab, the Punjab Resource Management Program, and the Children’s Hospital & Institute of Child Health, Lahore.
Mr. Latif holds a Master’s degree in Computer Science from Bahauddin Zakariya University, Multan, and is widely recognized for driving scalable, replicable, and impact-oriented digital transformation initiatives that have redefined public service delivery in Punjab and beyond.
